Sequence
- Health check — verify Postgres via Unix socket (
psql -U sean -d willow) - Read prior handoff — query
ganesha.handoffsfor most recent entry, resolve pointer to arm DB for full content - Pre-warm cache — load BASE 17 compact index to /tmp
- Verify MCP — call

When to use
- When boot shows < 6/9 subsystems
- When handoff didn't load automatically
- When starting a session after a crash or force-quit
- First session on a new day
Rules
- This is Source ring work. Read only. Orient before building.
- If fleet is down, note it but don't block — fleet is fallback, not primary.
- If Postgres is down, everything is degraded. Surface that immediately.
