Charter
As part of assimilation, draft or extract a project Charter from
existing documentation — READMEs, vision or mission statements, code
of conduct, contributor guides, etc. Use the papi-sdlc-charter
skill. The Charter is the project's highest-level document; getting
it in place early gives the rest of the assimilation something to
orient against.
