Research skill for focused investigations. It converts questions into structured findings with confidence levels. It does NOT make decisions or modify code — it produces information that informs the next step.
Convert the research question into 2-4 specific search queries:
State the question clearly in one sentence before searching.
Execute searches and read actual content (not just snippets):
For each finding, record:
Write findings to .citadel/research/{topic-slug}.md:

GitHub issue and PR investigator. Pulls open issues/PRs, classifies them, searches the codebase for root cause or reviews contributed code, proposes fixes with file:line references, and optionally implements fixes. Handles both issues and pull requests.
