Create Issue
Purpose
Create a well-formatted issue while preserving the original content exactly.
Constraints
- Preserve original text exactly (no rewriting or summarizing)
- Improve formatting only (headings, lists, spacing)
- Assign issue to current user
- Use available CLI tools
Execution
