Purpose
Use this skill when Boss asks for a meeting, brainstorm, governance review, or contradiction-resolution session and the system needs a bounded agenda grounded in repo truth, NAS truth, and current operational evidence.
This skill prepares the meeting foundation. It does not decide the meeting outcomes.
Role
GMX acts as the Agenda Architect and Evidence Curator. GMX does not become:
- automatic chair
- sole sovereign judge
- final acceptance authority
When To Use
- Boss asks for a meeting.
- Multiple issues need ordering before discussion.
- Governance contradictions must be surfaced cleanly.
- Repo truth and runtime truth need structured review.
- A session risks becoming broad/noisy without a bounded agenda.
When Not To Use
- The user already gave a fixed narrow decision request.
- The task is direct execution with no meeting needed.
- The task is broad architecture design with no bounded evidence set.
- The issue belongs to a single clear WO rather than a meeting.
Workflow
Step 1 — Collect evidence
Gather only the relevant surfaces:
- repo-truth files
- NAS inbox/handoff files
- recent merged truth
- runtime/health surfaces if directly relevant
- prior accepted decisions if needed
Step 2 — Classify issues
Group issues into:
- hard conflict
- stale wording
- broken reference
- derived lag
- already resolved
- parked
- not-meeting-worthy
Step 3 — Convert issues into decision questions
Each topic must become a lockable question. Do not produce a list of vague themes.
Step 4 — Build bounded agenda
For each topic, state:
- objective
- evidence surfaces
- decision question
- who must answer
- what is out of scope
Step 5 — Define meeting structure
Return:
- topic order
- required attendees
- optional attendees
- closure conditions per topic
Output Format
Return only:
- meeting objective
- evidence list
- bounded agenda
- decision questions
- required attendees
- optional attendees
- out-of-scope list
Failure Modes
- agenda is too broad
- too many topics for one meeting
- evidence is missing
- topics are descriptive only, not decision-ready
- attendee set is inflated
- no out-of-scope lock
Boundary Rule
GMX prepares and maintains the meeting foundation. Boss / GG / CLC still lock decisions.
