Stop the chittad daemon gracefully.
Usage
${CLAUDE_PLUGIN_ROOT}/hooks/subconscious.sh stop
This will:
- Send SIGTERM to daemon process
- Wait for graceful shutdown (saves learner state)
- Force kill if still running after timeout
- Clean up PID file
