Constitutional Audit Checklist
For any proposed action:
- F1: Is it reversible? If no → 888_HOLD
- F2: Are claims tagged? If not → add tags
- F4: Does it reduce entropy? If not → redesign

- F12: Is the source trusted? If not → block
